In my opinion, the portal www.iepirkumi.lv is a very useful tool with which any contracting authority can announce various procurement procedures, including market research and price surveys. For me personally, it has been a great support in organising below-threshold procurements for projects.
Local governments often implement projects that require purchasing goods or services that the municipality does not usually buy in everyday operations. In such situations, the project manager faces difficulties – it is not possible to send invitations to submit offers because it is simply not known which companies to address them to. Price pre-research before announcing a PIL-regulated procurement often becomes a challenge. Or you simply need to carry out a below-threshold procurement, send invitations to at least 3 bidders, then compile their offers – that takes a lot of time.
In my opinion, the portal www.iepirkumi.lv helps successfully solve this problem. I have tried two options – both market research and price surveys – and I liked both very much.
Recently I tried a price survey for bus rental with a driver. Announcing the survey took only about 10–15 minutes (the technical specification had already been prepared in advance). As a result, I received offers from five bidders from all over Latvia (this is especially significant because Ludza is far from large cities, and the response to our invitations is usually small).
Bidders had to submit forms I had prepared, but as I understand, with the portal's help you can also do without them – next time I will definitely try this option.
Using the portal is intuitive – buttons and sections have logical names (especially compared to EIS), you can create a draft and return to the started work at any time.
Another thing I really like – the portal administrators are very responsive and professional. They always call if they notice any uncertainty or possible problem in the announced procurement. Likewise, the user themselves can contact and receive help at any time if questions arise about further action. This creates a sense of security and significantly facilitates procurement organisation.
Currently, the Public Procurement Law and Cabinet regulations provide that most procurement procedures must be announced in EIS. However, I hope that in the future procurement thresholds and procedures will become more flexible, which will allow contracting authorities to use convenient and modern solutions such as www.iepirkumi.lv much more widely and intensively.
I definitely recommend using it for anyone who needs to find a supplier or carry out a below-threshold procurement. The portal does not stand still but develops, improves its services – creating a user-friendly system environment and opportunities.

Announcing is very simple, all actions to be performed are intuitively understandable. From the first minute of announcing a procurement we can follow the process and understand the market situation. BKUS uses the Iepirkumi.lv system to organise Market pre-research, Price surveys (procurements up to EUR 10,000) and closed price surveys under Framework agreements. Using the system facilitates our daily processes, helping to reduce possible corruption risks, because the contracting authority does not have access to information about submitted offers before the set time, which certainly ensures fairer competition between bidders, and hopefully reduces pressure on suppliers related to preparing offers (the supplier can submit an offer at a convenient time, being confident that information will not be passed on to a potential competitor). It is difficult to say so far whether this has promoted competition in below-threshold (price surveys up to EUR 10,000) procurements, because when starting to use the system bidders still submitted offers reluctantly, however we see the greatest value precisely in the circumstance that the contracting authority has all information about all below-threshold procurements and conducted market research in one place, which ensures information continuity between different colleagues, especially if employment relations with a colleague are terminated for some reason. Likewise the system helps compile and provide information about conducted market research and below-threshold procurements to supervisory authorities.
Security aspects are especially important in closed price surveys organised under framework agreements, because design and construction procurements are organised in amounts of several hundred thousand and even millions of euros.

When I realised my car was not insured, I went to my service provider so far. A new offer was prepared, whose KASKO policy amount was 1250 euros, but I did not make a decision because I hoped for a smaller amount.
After some time I came across the portal www.iepirkumi.lv ... At first it seemed the portal was intended only for entrepreneurs who want to purchase something, but I decided to call because the words "announce your procurement" seemed inviting. A nice girl told me everything, I filled in the application form and the job was done, so there it is….but…….
The competition was announced for three days. During this time I felt great because my need was satisfied, namely I felt important as a client…
I am not against direct sales, but sometimes it is intrusive, annoying, because the seller does not know how to listen, hear their client. In this case I chose the service provider I liked (the best of the best). Emotions and pressure fall away, which interfere with objectively evaluating all service providers.
Slowly I compiled offers - at a time I liked, on site (in my case late evening hours). I found an insurance company matching my capabilities, whose offer I confirmed, because the difference was more than half and even better conditions were offered, which are important to me as a client. My KASKO annual amount is 573 euros.

In recent months we have often had a need to use passenger bus services on various routes in Latvia.
Before we started using iepirkumi.lv, usually in each city there was one or, in the best case, two providers of such a service, and we had no choice options either in quality or price.
Since we use iepirkumi.lv announcing a procurement for a specific route within a few days we receive at least 10 offers, where prices vary from 285 euros to even 710 euros for one and the same service. Often the cheapest offer is from a transport company that is not even located in the specific target city. We would not have found such service providers continuing to use only transport companies located in the target city.
